Children
Children under 13 must wear a USCG-approved life jacket at all times while aboard any vessel, except when hunting waterfowl from an anchored vessel.

Everyone else, towing and seasonal rules
Nebraska Game and Parks says life jackets are required for all paddleboard users, regardless of age. Anyone towed on skis or a similar device must wear a USCG-approved life jacket. Every vessel except sailboards must carry a USCG-approved wearable life jacket for each person.
The federal baseline
Federal default: children under 13 must wear a USCG-approved life jacket on a recreational vessel that is underway, unless they’re below decks or in an enclosed cabin. Boater education card (the “Nebraska boating license”)
Most states don’t issue a boating license. What they require is a boater education card: proof you passed an approved boating safety course.

Anyone born after December 31, 1985, operating a motorboat, including a PWC. No one under 14 may operate a motorboat or PWC.

Everyone aboard must wear a USCG-approved life jacket (LB 979 of 2026 requires one approved for PWC use); lanyard must be attached to the operator; no riding at night (see notes on the exact hours).

Kayak, canoe, paddle board and kite rules
Paddleboarders must have a life jacket at any age (Game and Parks wording: 'required for all paddleboard users'). Sailboards are exempt from life jacket carriage. No rules specific to kiteboarding were found.
Boat registration in Nebraska
Every vessel powered by any mechanical device must be registered (3-year registration), on public and private waters, including the Missouri River and Lewis and Clark Lake. Non-motorized canoes, kayaks and paddleboards do not need to be registered. Nebraska-registered motorboats pay a $5 aquatic invasive species (AIS) fee at registration. Motorized boats registered in another state need an annual AIS stamp ($15 plus a $3 issuing fee).
