Children
All children 12 and younger must wear a properly fitted, fastened USCG-approved life jacket while underway on any vessel.

Everyone else, towing and seasonal rules
Everyone wakesurfing or being towed must wear a life jacket; towing is daylight only and needs an observer aged 12+. All vessels including paddleboards and kayaks must carry a wearable life jacket per person (exceptions: sailboards and certain racing shells).
The federal baseline
Federal default: children under 13 must wear a USCG-approved life jacket on a recreational vessel that is underway, unless they’re below decks or in an enclosed cabin. Boater education card (the “Arizona boating license”)
Most states don’t issue a boating license. What they require is a boater education card: proof you passed an approved boating safety course.

Not required in Arizona. Under 12 may not operate a vessel with a motor over 8 hp (including PWC) unless a parent/guardian or a person 18+ is on board, or in an emergency.

Rules on the water
Everyone aboard must wear a fastened USCG-approved life jacket; attach the engine cut-off lanyard; no operation sunset to sunrise or in restricted visibility without proper navigation lights; reckless operation includes jumping wakes or sharp turns within 60 ft of another vessel; do not exceed the manufacturer's capacity.

Kayak, canoe, paddle board and kite rules
Paddleboards and kayaks must carry a wearable life jacket per person; sailboards are exempt from life jacket carriage. No statewide kiteboarding rule found.

Motorized vessels need an Arizona Certificate of Number and decals to operate, moor or anchor. Exempt: non-motorized vessels, lifeboats, USCG-documented vessels, and boats registered elsewhere on Arizona waters 90 days or less. Boats leaving aquatic-invasive-species-listed waters must Clean, Drain and Dry (pull the plug); after 6+ days on listed waters, schedule an AZGFD inspection/decontamination 72 hours before moving.
