Emergency on the water in Pennsylvania

VHF 16
Channel 16 is the primary VHF-FM marine radio calling and distress channel. Carry a VHF radio on the coast and the Great Lakes.

Pennsylvania life jacket laws (and kids)

Children

Children 12 and younger must wear a life jacket when underway in any boat 20 ft or less and in all canoes, kayaks and paddleboards.

Everyone else, towing and seasonal rules

Cold-weather law: from November 1 through April 30, everyone must wear a life jacket while underway or at anchor on boats under 16 ft and on any canoe, kayak or paddleboard. On Pittsburgh District US Army Corps of Engineers lakes, everyone in boats under 16 ft and all canoes, kayaks and paddleboards must wear one year-round. Water skiers and anyone towed must wear one.

The federal baseline

Federal default: children under 13 must wear a USCG-approved life jacket on a recreational vessel that is underway, unless they’re below decks or in an enclosed cabin. Boater education card (the “Pennsylvania boating license”)

Most states don’t issue a boating license. What they require is a boater education card: proof you passed an approved boating safety course.

Who needs it

Anyone operating a personal watercraft, regardless of age; and anyone born on or after Jan 1, 1982 operating a boat with a motor over 25 hp. Under 12 may not operate a motor over 25 hp or any PWC.

Minimum age

12 to operate, with a Boating Safety Education Certificate; ages 12-15 may not carry passengers 15 or younger; no one under 16 may rent a PWC

Rules on the water

Operator and all passengers must wear life jackets (inflatables not allowed); lanyard attached to the operator; no operation from sunset to sunrise; carry a fire extinguisher and sound device; a PWC rated for three or fewer may tow only one person; general rule: slow, no-wake within 100 ft of shoreline, docks, launch ramps, swimmers, and anchored or drifting boats; no going airborne crossing a wake within 100 ft of another boat.

Kayak, canoe, paddle board and kite rules

Canoes, kayaks and SUPs: children 12 and under must always wear a life jacket, and everyone must wear one Nov 1 to Apr 30; a registration or launch permit is needed at PFBC and state park/forest launches. Boat-towed kite skiing is allowed only where unrestricted skiing is permitted (tow line max 50 ft non-releasable, 500 ft releasable). No rule found for wind-powered kiteboarding.

Boat registration in Pennsylvania

All motorboats, including boats powered only by electric motors, must be registered (renewed every 2 years). Unpowered boats (canoes, kayaks, rowboats, SUPs) need either a boat registration or a PFBC/DCNR launch permit to launch at Fish and Boat Commission lakes and access areas or at State Parks and State Forests; launch permits from other states are not recognized.
