Emergency on the water in Oklahoma
On inland lakes and rivers, 911 reaches the people who respond there: county sheriff marine units, state conservation officers and local fire and rescue.

Children under 13 must wear a USCG-approved life jacket whenever underway on a vessel less than 26 ft long.

Everyone else, towing and seasonal rules
Everyone on a sailboard must wear a life jacket. Anyone towed on skis or similar devices must wear one (ski belts do not count).
The federal baseline
Federal default: children under 13 must wear a USCG-approved life jacket on a recreational vessel that is underway, unless they’re below decks or in an enclosed cabin. Boater education card (the “Oklahoma boating license”)
Most states don’t issue a boating license. What they require is a boater education card: proof you passed an approved boating safety course.
Who needs it
Anyone aged 12-15 operating a boat with over 10 hp, a PWC, or a sailboat 16 ft or longer; they must also be supervised by a competent person 18+ (on board, or for PWC within 500 yards visually). Under 12 may not operate these at all. Every operator must carry the certificate or a photo ID showing age 16+.

Rules on the water
Everyone riding or towed must wear a USCG-approved life jacket; keep the engine cut-off lanyard attached at all times; no operation sunset to sunrise unless equipped with navigation lights; slow no-wake within 150 ft of boat ramps, docks and anchored or moored vessels; stay more than 50 ft from moving vessels; no weaving through traffic.

Kayak, canoe, paddle board and kite rules
Kiteboards are exempt from registration. Sailboard riders must wear a life jacket. No statewide SUP-specific rule found beyond federal carriage rules.

Boats and motors over 10 hp must be titled and registered annually (Oklahoma Tax Commission / Service Oklahoma tag agents), including sailboats. Exempt from registration: canoes, kayaks, kiteboards and paddleboats; boats registered in another state or USCG-documented and in Oklahoma 60 days or less; racing-only vessels. Canoes and kayaks with a motor or sail must be titled.
